Use the Mojave/10.14 version to 'purchase' Configurator 2.8(.x) for Mojave while logged in as the user in question (with his/her Apple ID, or one that you will be managing). Then, on that user's computer running 10.13, log in to the App Store and click on Configuration 2 (as it will show up), and you'll be offered to download the last.
